You can get a free trial of Photoshop at adobe.com. It has a feature to publish a gallery of photos into a HTML Web site with just a few clicks.
If your looking for something for free, I recommend GIMP, it has many features of Photoshop and costs nothing.
GIMP is the GNU Image Manipulation Program. It is a freely distributed piece of software for such tasks as photo retouching, image composition and image authoring.
Other free alternatives would be Paint.net or Picasa from Google.

You can get a fully functional trial of Photoshop CS3 from Adobe's website.
Adobe Photoshop costs a lot (around US $500!), so you may consider using the Gimp, which is completely free yet has about 90% of the functionality of Photoshop!
