Photoshop is a big, expensive, very versatile program, that generally takes training to use properly. It is pretty much the default softare when people are talking about photo editing. Attempting to use it without a very good handle on similar products will almost certainly end very badly.
I wouldn't recommend using it if you do not have training in photo editing or graphic design.

I totally agree with largegra. Lots of people seems to think that downloading an illegal copy of PS will make them artists at once. That isn´t the case.
If you will start working with your pictures and explore the possibilities in graphic design I suggest that you start with a simple freeware program and learn the vocabulary and other basics.
Try IrfanView to start with. Download from here and download the plugin package too. Use their Helpsection and get familiar with this kind of programs.
Then you can decide if you want to move on and look for a more complex program.

You buy photoshop from different computer stores (and is kind of expensive) or if you know someone who has it, they can transfer it to your computer. It's safe, but kind of big so if you have a small memory, it might slow things up a bit.
You can also go to the adobe site and get a 30 day trial thing, free of charge.
That's EXACTLY what photoshop is for. It's for putting pictures together, special effects, colouring (yes, colouring), and airbrushing, among more. You can do anything with this program.
Don't think you'll know how to do it? Oh yes you can. Photoshop itself comes with tutorials (in the 'help' section) on basic things. Also, you can go to youtube.com and (browse>resources>tutorials) which I'd recommend, to teach you how to do different things. Also, if you have any questions on it, feel free to send me a note as I frequently teach beginners how to use it.
EDIT:
And don't let anyone scare you. You don't have to be trained in the area to use it. I was introduced to photoshop when I was thirteen and managed just fine.
The tutorials will help you, trust me.
If you want to see what I've done with photoshop, go to:
and
I'm not trying to advertise anything. It's just to assure you that someone with no formal training of the program can do great things with it.
